书院之设为国家储材为诸生肄业资文艺以征器识培士气以厚民风为政之经莫太于此本县前宰共城独捐廉俸改创书院实心实力教养十年遂觉人文日进风俗日淳秋试春闱科第不绝可见道德自在人心忠信不遗十室惟是风尘俗吏亦既笑为迂图即在明健有司亦复视为文具因之振作无人遂令进修无路本县甫莅此邦卷查城中文正书院条款虽详经费不足若不急为捐助何以鼓舞士心今查本院山长每年修金一百六十两薪水制钱六十千文向无支销定款以至后先诿卸艰于延聘名师今本县每年捐廉足纹二百两以为山长修脯毫不开销书院经费至生童膏火仍旧给发惟望诸生童体朝廷作人之意知有司养士之心砥砺廉隅涵养学识蒸蒸乎以家修之业为廷献之资入则为善士为大儒出则为名相为纯臣予亦与有荣施矣特谕
